I don't think anyone is too dumb to learn (unless they drool and belong in a mental institution). You can't force someone to get more educated, the way you can make someone do push-ups and they will eventually get stronger. The problem is motivation, but other than that there isn't a reason why somebody wouldnt be able to get educated.
