How do anime/video games/cartoons/whatever translate the concept of a foreign character speaking in their language? As in, an anime where there's a French person speaking in French, and no one understands him, how is that translated for the French version?

The Russian version of MW2 had the terrorists say “Remember, no Russian” in Russian and then they talked to each other in Russian the whole mission. Niggas didn’t even try.

IIRC, the Canadian French dub of The Simpsons makes the characters speak in a thick working-class Quebecois accent, and in the episode where Bart goes to France and can't communicate, it's because the people there are speaking normal French.
