Russia doesn't want to call attention to it because if they went to war against Japan they would lose hard.
Japan doesn't want to call attention to it because the last time they tried expanding their borders they got nuked twice.

It's the Kuril, no one cares.
Most of the islands are too small to be inhabited and the territorial waters aren't even that interesting compared to Dokdo/Takeshima that are suspected to have oil under the seabed. Nor are they important for maritime traffic that all goes through the straight between Hokkaido and Honshu anyway, otherwise you just know somebody would "find" some ancient chinese documents attesting that explorer Lee Woo Fuk discovered them THEREFORE etc.
