I've literally lived in France, in many cities (Lille, Paris, Orleans, Nantes, Lyon...) and I can assure you it's at the very least 15%.
In any French street, out of every 20 people, you will see at least 3 blacks. You'd have to go to some bumfuck village to see less than 15%.

I Don't disagree with that statement and France (and a bunch of other Countries, including Belgium) is/are over, but now in percentage wise, France isn't that Black, but obviously would be in 2100, I know that.
