Ukraine was "invented" by the Ukrainian nationalist who were collaborators of the Central Powers and Ukraine was initially a German satellite state in 1918
The Soviets also tried to do their own thing in parallel but only after that did the Soviets succeed and establish the Soviet republic in 1919
