kek I remember visiting Birmingham and I felt that the city had kind of a grim vibe overall if compared to London or Manchester
I can't really put my finger on it, but plenty of areas looked desolate with nothing much going on, you can strongly perceive the legacy the industrial revolution left on the city. the crowded areas didn't look much brighter either since it would be a disorganised mess and half of the people you see aren't british (unlike London, it is clear that they weren't just tourists). the gray hazy weather for sure didn't help.
