yachts fit for international sailing are kinda expensive and you need a license usually. my uncle has a 7 meter sail yacht and it's basically a part time job just to maintain and keep it seaworthy

thats fine for your local stream but if you wanna sail to other countries without their police/navies looking at you funny you need a licensed boat and to register your voyage

The coast guards and navies of foreign countries. Also, pirates. There's lots of pirates around maritime choke points.
