Dutch and French don't look the same (by that I mean, people from France and from Holland), but Europe is a spectrum, Belgium is in between that spectrum. Basically generic western european with various influences.

If you take a northern frenchman and a southern dutchman, they don't belong to wildly different groups.
Belgium is just inbetween that. The typical Dutch look (let's say Louis Van Gaal) is northern Dutch and will look different from anyone in Belgium
