I'm 100% sure that you can't block ships that are just passing through those waters under international law.
These are just the zones where countries have the rights to commercial activities (extracting resources, fishing).

dude, Slovenia is a 1 million country that exports almost everything to Europe, they don't even really need ports at all and I wouldn't be surprised if they use German or Dutch ports because it might be actually cheaper than using your own ports (at least that's how it works here).

I don't know about commercial fishing but when I used to go on vacation to Croatia a long long time ago, anybody could fish anywhere without any kind of license
