Capitalism creates homelessness & favelization.
Capitalism needs reserves armies of labour, ie people that can be mobilized into factories and sweatshops when there's an upsurge of economic activity.
But they also serve the purpose of depressing salaries & blackmailing the working class, by being a constant remainder that if they dont work for the capitalist they too will become homeless/favelized.
You might go militarility against favelas / homeless tents, but without changing the economic system & the objective social phenomena that rests underneath it, the issue will just start re appearing, like painting over a mouldy wall

It's a complicated thing. Some poor ass guy getting kicked out on the street that I can't stand but a lot of the homeless are mentally ill or addicts that which cannot be easily managed.

Forgot to add criminals. The main 3 types seen here in Lithuania. At least now they offer two very important services to the ecosystem, collecting bottles and providing entertainment at a small expense of them shoplifting liquor or items from shops which are ran by multimillion businesses so who cares and a huge expense of them using the public transport.
