This gets into a deeper topic that it's ultimately a result of a deeply sick and nihilistic society. It's something that came out of American society and that's not a coincidence.
It can't be addressed because you'd have to completely change American life, conception of the world, values, and reality at a basic fundamental level.
Mass shooters are just at the extreme end of an expression of nihilism that is present in the society as a whole.
