We banned that in Malaysia. However, the side effect is the goddamned bureaucratic red tape just to get married. I had to:
1. Attend a pre-marriage course, pass an exam to get a permit to marry.
2. Get a form signed by the village head or my neighbourhood mosque's imam to verify I am single and who I claim to be.
3. Do a HIV blood test at a government clinic and get the doctor to fill up another form.
4. Send all my filled forms to my fiance who then had to do the same things and then she will submit all the forms to her District Qadi.
5. If everything is in order, the Qadi will arrange a date for the solemnizer officer to officiate the wedding. It might or might not be the date you wanted.
6. On the wedding day, we had to get 3 adult males as witnesses. I had to say the aqad nikah (contract to wed) aloud and the official + 3 witnesses had to agree it was ok. Then I had to sign on the dotted line. Congrats, I'm married? Not so fast!
7. I had to go to the District Religious Office to pick my my marriage license in a few weeks. Technically, I'm already married but without the printed license, it can get dicey. So I had to carry a copy of the written and signed wedding document until I get the printed license.
