I think it is because Indians has a caste system, lowest cast supposed run the cleaning and sanitation. So no one wants be the cleaner, because no one want to be the Dalits, so no one will clean the Ganges and they all be filthy.

The East India Company out of London ran India like a premodern Ancapistan for 200 years, during this time it did everything possible to plunder the place, off the top of my head:
>dispossessed smallholder farmers and rented their farmlands back to them
>forced farmers to plant opium (to sell in china), farmers weren't planting enough food anymore, massive famines ensue
>sold british-made mass produced goods while blocking industrialization in india, forcing the (then-vibrant) indian artisanal class back to farming to survive
>accomplished the ability to do this with jewish divide and conquer tactics
The occupation of india was one of the most unrespectable examples of colonialism in history and I will NOT let anglos get away with it

It didn't happen in a day, the european outposts in india in the beginning went through decades of irrelevance and various failed military takeovers
