Because the coalution went balls to the wall with their opening salvo, and the Russians were limp dick about the whole affair. Like they actually believed they wanted to liberate a couple of provinces, and the Ukrainian resistance would be unimportant

resistance and freedom fighters started forming after Baghdad fell.

circling back to the Iraqi question, Iraq didn't have NATO or Russia funding and arming it even if we disregard the bribes and the lack of fighting.
