The TSMC Arizona plant rollout has been such a disaster that it would be easier to list ways it hasn't failed lol. Basically the only success they've had is that they've started manufacturing of chips using the N4 process, which is an last gen process, and have started the development of current gen processes in the plant.
They are having major issues with training American workers, due to cultural problems (Taiwanese workers work harder and care more than Americans, as expected....) along with high income disparities between the Taiwanese and the Americans, where the mentors make half the salary of the trainees, it just wasn't a great environment and had a really rocky start
Aside from labor the costs have spiralled out of control. It's required a $165 BILLION investment. OVER A HUNDRED BILLION. And it's not even at a point where the chips can be made at a competitive pricepoint with the taiwanese fab. keep in mind this is last gen process making chips more suitable for mobile than for HPC or AI.
A big reason why costs exploded is the supply chain for advanced semicon manufacturing doesn't exist in the USA. There's a story from this TSMC plant where they were looking for ultrapure 100% sulfuric acid and... nobody, not a single company in the USA could supply it. That just was never necessary in the USA before that point.
After the USA government dumped billions into the plant it's now at a point where its just ramping up volume production.
