It's the Volga region (20% of the pop), southern Ural and southern Siberia (~15% combined). Kuban is richer than Volga even despite being 10% more rural, not saying anything about the weather. Only the Чepнoзeмьe region of Central Russia is purely Slavic but it's mere 5% of population. The both capital cities are overwhelmingly Slavic.

1) Altai, Saratov (we literally have data from there specifically), Penza, Kurgan, Ulyanovsk (as well as Pskov and Smolensk but those are Baltic instead of Finnish) aren't Slavic, everything from wherever the Volga Federal District starts to the east is Asiatic. We have full data for west Siberia, and I have anecdote data in favor of east Siberia (the Far East) being the same.
2) Federal subjects in Russia are not population-adjusted. As I said, Chernozemye (most of the regions left) contains only mere 5% of the population, we can basically rule them out. There's strong evidence northern cities of the Central Federal District (e.g. Ivanovo, Kostroma etc.) are Finnish instead.
3) The South is not poor, it's just rural. It has ~60% urban population while the Volga has ~75% having almost identical wages.

The Extreme North is sparsely populated (I myself am from there btw and I'm a Slav) and as it's a very late colony developed only during the Soviets who are known to favor Ukrainians, we can't really draw any conclusions on it. I found nothing about Samara and Orenburg being more Finnic. The article just says in general that Finns and Russians (samples from Orenburg, Samara and SPB) are closer to each other than Finns to other Europeans.
It also said that that Orenburg has some distinct East Asian variants in some clusters, because they took samples from the places close to Kazakhstan.
