yes, but we do have actually book boxes in parks and such where the city deposits selected old books from libraries and such and you are free to take one an not return it but keep it.

Worse, it's basically just shovelware books, books that libraries and newspapers sometimes give out for free and every single household owns. Usually local writers that don't end up selling any copies (for good reasons).

There are a bunch of them in the neighborhood around me, but I've even seen some of them in the bad part of town. Honestly, they'll survive mostly anywhere where the people there aren't such huge dipshits that they go out of their way to destroy anything nice just for fun. I've only ever lived one place where it was like that, and fuck that place.

You don't have to worry about theft, the type of people who steal shit don't read.

Very commonplace around here. In big cities, the city council usually has the heavy-duty industrial ones installed, whereas in smaller towns it either leaves it to personal initiative or plants handmade ones that tend to be cuter or more creative.
As for the books in it, they are mostly the kind of books you read but don't keep, with loads of chick lit and dark romance, stuff kids study in school, religious nonsense (lds, xtian and new-age only in my xp), and the occasional gem.
Some bookcases have been destroyed by the kind of jackass that also plucks flowers from public parks but those quickly get bored, and eventually everyone can enjoy free books. Or maybe they just figured out it would be smarter to leave the shelves in place and harvest the books every now and then to make a penny by reselling them at the flea market.
