to answer seriously, confucian discrimination against women did exist (and does to some extent) in japan as well, and in that respect, men are 'fundamentally' responsible for that.
however, the severity of women's exploitation in japan and korea was different from the start. even in the feudal society of the early modern period, as western travelers were surprised to see japanese women traveling freely for sight seeing alone, which presented a very different situation from joseons confucian fundamentalist society. also, in japan, the speed at which confucian patriarchy was disintegrating was very different from korea's, with women's right to vote coming close to being granted in japan even before the war.
