Places like these are tourist traps. The businesses are entirely reliant on seasonal tourism traffic to keep the lights on and are closed for more than half the year. Outside of that there’s nothing to do any hardly anyone actually lives there. It’s either small business owners or empty houses/apartments that are rented out as AirBNBs for the tourist season.

My home town is in the same part of the world and around the same population. The main thing keeping the town going is the multiple colleges, absent those it would be pretty dead although there's some industry as well. They also have various small-time arts things going which are good (I do these with mom when I visit to keep up with her), which are fortunately funded and patronized by the local money, a little noblesse oblige. Most importantly, of course, a high-trust, overwhelmingly but not exclusively white population. There's even boating and hills and scenery, but I don't want to get too precise.
