I read that Poland had economic growth return by 1999 and that shock therapy completely worked in that country. People hate on shock therapy because the Russian oligarchs looted their country, but I feel with the rest of the eastern bloc it did okay. Ukraine and Belarus didn't really properly liberalize and they were two of the poorest areas in the 2000s.

I feel like the effect of EU gibs is sort of overstated, like the Marshall plan. If anything the brain-drain probably retarded and stunted those countries more than the money coming in benefited them, especially as they already had below replacement fertility.
