Latvian is a umbrella term that covers people who can trace themselves to serfs that descend from Curonians, Semigallians, Latgallians and Livonians, with only Latgalians surviving as a distinct sub-group and Livonians identity being recognized as distinct based on it's Finno-Ungric origin.
The Latvian German identity was destroyed during WW2, the only thing that remains is buildings and surnames, many of which may just be germanized Latvians.
Lots of Polish surnames, but most of them come from Latgale which is where Polonization happened, but otherwise you don't really feel a distinct influence like with Germans.
Pre-Soviet russian, Belaruse identity is also near non-existent, none of these bozos know anything about "their" local community did here pre-1940 and is the reason why most didn't get auto-citizenship. The only group that might be distinct are Old Believers who came here long time ago, but they have little to no reach.
Prussia on the other hand has a much more complex origin.
First of all Prussia also was an umbrella term for all the Eastern Balt tribes that got conquered by the Teutonic Order.
Then it became German ruled Dutchy or something.
After which it turned into a kingdom that eventually became the biggest German state and the core of the German Empire.
When most people say "Prussian" they are not talking about specifically "East Prussia".
Obviously, as you said, there are those who descent from the region and have some Balt blood, but overall their whole culture/ethnos is shattered and fading.
The Germanic Prussian component is already diminishing, let alone the underlying Baltic Prussian element, that I imagine most "Prussians" barely think about.
After all the Old Prussian revival movement is a bunch of Lithuanians (may have some blood) and some russians (definition of LARPing), Germans, sorry, "East Prussians" just are not interested.
