ac efficency is measured in COP, higher the number the more efficent it is. most of the world focus on getting the best cCOP possible by using inverter technology and new types of refrigerant. americans are decades behind in this field, use power sucking on/off compressors, inneficent fans and old types of refrigerant. and its usually as part of a house wide ventilation system instead of spilts that cool the rooms you actually use.

Last time I check electricity usage is measured in watt/hour not united states dollar. Perhaps we can start from there first. If the bill tripled but the usage risen barely, then perhaps the problem is not the AC.
