there is a cult of 'propiska' (registration in the city) in Russia, generally moving to a big city is one thing, but getting a 'propiska' is another thing, it can be compared to what it is to move to a foreign country vs getting a citizenship of the foreign country. Propiska gives you a whole range of new possibilities, especially if it's the Moscow one, because then you can use local Moscow subsidies, welfare etc, which is several times higher than what Russia offers on the federal level. Not so long time ago, if you were an incel with Moscow propiska, you could easily get a wife from the countryside because they would marry everyone just for the propiska (it's less of a thing now because they can just marry a Chinese guy and it's a better deal).
There is even a weird scheme now, because Moscow local government pays much better money to those who enlisted in the army to fight in Ukraine now, so provincial people first buy a propiska in Moscow (you can buy/rent it like everything in Russia), then apply for the army in a Moscow draft office, get the very high subsidy and only then go to the front.
