we use american system since its the only logical one. we just say the basement or cellar when going down. if its multiple floors below ground its -1, -2, -3 and so on on elevator buttons. a ground floor or zero floor makes no sense. you either are on a floor or you aint, you cant be on floor zero.

In dutch its verdieping or etage, "deepening" something or adding an extra level
The ground floor is for that reason the natural floor and anything above is an extra level, so level 1, level 2 etc
Scandinavia is really alone in this together with the US and China and middle east, that should make you ponder

You're on the ground before you even walk into the building. For there to be a floor, it first needs to be built.

I've never seen this, and I'd call that the architect being stupid for no reason. Nonetheless, in that deliberately awkward edge case, the lobby or foyer would be the ground floor, and the next floor up would be the first floor, just like in a normal building. Is anything done with the half floor on the ground below the lowest apartments, or is that just wasted space?

At my cpany the ground floor is called the second floor because people where complaining about having their workplace in the basement.

Just do what china does. The basement has street access but it's also under ground level; the first floor has the lobby and little benches outside; and the top floor has a plaza and more adjacent streets for some reason
