Literacy rates in Croatia were relatively bad compared to European countries and the rest of A-H. The only way it could have been worse was if it was completely under muslim rule like Serbia and Bosnia. If Croatia was left to its own (and wasn't under the Ottomans) it would have been the same.

The empire avoided investing in most of Croatia (military frontier) on purpose. They only invested when for example Austrians and Hungarians needed a port so they built railways towards Budapest and so on.
Like half of modern Croatia was left as a wartorn borderland- Austrians invited thousands of Serbs and Ottoman people to act as border guards, raised them only as meat shields and soldiers and refused to teach them anything else. This is why they started behaving like chimpanzees in the 90s. The Serbian population that moved to Istria during the middle ages (a part of Austria back then) didn't start killing random people in the 90s, but those around the Bosnian border in Croatia that was as developed as Bosnia itself were still barely literate savages just 30 years ago.
I admit that Croatia wouldn't have survived the Ottomans without Austria but saying they only helped Croatia because ughhh dumb slavs xd is beyond retarded.
