I think the EU's in a bit of a bind where they're trying to avoid upsetting China's government so they can keep China's population as clients to sell produced goods.
But China is transitioning from a low-wages, low-skilled manufacturer to a medium-wage high-skilled manufacturer, so in keeping the door open for Chinese consumers you also keep the door open for Chinese producers, which benefit from economies of scale (in production but also large number of chinese consumers) and also a very belligerent, protectionist government that is willing to upset other countries in the process of ruining their ability to economically compete.
Europe is like Japan or other smaller east asian countries, in that they have few natural resources so the economy is dependent on value-adding manufacturing, which requires countries with cheap primary resources to supply them. But Europe has higher wages, so they need countries with rich consumers and that's basically America and themselves. America is more self-sufficient so if European companies (rich people) get too greedy they only have themselves to eat.
