In USA, 'burger' is based on the meat (i.e. minced patty). That's actually consistent with the original definition for 'Hamburger', which was based on "Hamburger steak".
We just call anything between bread a sandwich. They aren't identical, they're just different types of sandwiches with chicken.

Well in fairness the word sandwich comes from Britain and we use it differently than they do.

Overall, it doesn't really matter, words just mean different things in different places, and its not hard to use context clues to figure it out.

They also have nothing to do with Hamburg at all and are just based on the Frikadelle, the first person to ever call it a Hamburg Steak was a French-born chef
