In USA, 'burger' is based on the meat (i.e. minced patty). That's actually consistent with the original definition for 'Hamburger', which was based on "Hamburger steak".
We just call anything between bread a sandwich. They aren't identical, they're just different types of sandwiches with chicken.

People in different places call things different things, its a dumb thing to argue about

We would call it a chicken burger, but nobody makes chicken burgers because that is nasty.
