EU wanted to stop websites from collecting data by making it obligatory to display this notice hoping users would get discouraged from using sites which tracked your usage for no reason becasue why would a news website that you can't comment use tracking cookies?
At this point the only thing that could save it is making tracking cookies opt-in instead of opt-out. As in the biggest most colourful button that is most easily accessible to every new visitor should be "No I don't want to accept cookies" and to accept cookies you would have to go through some menu to enable it.
But advertising lobby would not allow that to happen.
