If it is the same guy that I'm thinking of, what actually destroyed the country was him chimping out and going to war against Argentina, Brazil and Uruguay at the same time and the refusing to surrender even when all he had left for a fighting force were 10 years old, grannies and cripples. A massive % of Paraguay male population was killed with some the highest estimatives being up 90%.
Anyways, they still seethe to this day about this on go on the Internet about how dey dindu nuffing.
