Rice is everywhere for regular meals but bread is enjoyed more but is seen here as something that should be moderated

a typical brazilian plate often has rice + beans + meat + salad.
bread dominates breakfast.
pasta is eaten once or twice weekly but not daily.
potatoes are occasional accompaniments, not a staple.
so:
rice > bread > pasta > potatoes

a rich man bribed the government to have a state sanctioned monopoly on rice but he can only supply 10% of the rice consumed in country, even though he owns every rice farm. thanks to this other countries ship rice to benin, and then it get smuggled into the country and distributed from there.
