it's two reasons, the main one is if you get a bulletproof vest and are retarded it is inevitable you will test it out by having your friend shoot at you. the other reason is that, to law enforcement, owning a bullet proof vest implies you expect to be in a situation where you will be getting shot at either by law enforcement or unofficial criminals. the sidebar to that being is if the lawmen decide they need to shoot you having armor makes it more difficult for them.

it's way easier and straight forward to get a gun than a bulletproof vest
the permit it's technically the same, but for the vest you need to add a letter saying why you need a vest and the state agency then consider if they give the permit or not
for a gun if you are above 18, physical and mentally fit and you pay for a gun training course, they can't deny it (well technically this is a thirdie shithole after all)

this is what I was thinking
but my point is that I can buy a piece of hardened steel with the perfect size to cover my chest and it's completely legal, until I arrange it and use it like a plate vest
a gun is way more difficult to manufacture, I mean it "makes sense" to make anti air weaponry illegal because you can't buy one in any warehouse, but a piece of steel arranged in certain way
