the mishna talks about this i think some guy on x explained it. has nothing to do with islamics it was against the law in the persian empire to hold roman coinage if they caught you they fined or imprisoned you or something.

it looks in this map like there were plenty in egypt and anatolia there's a marker on every place in both that was inhabited

there's also sampling bias this isnt a 'map of roman coins' its a 'map of roman coins found by europeans/that europeans know about' probably which over samples europe (same reason europe looks like dystopian hell on the 'map of all battles ever')

In Europe you are compensated generally 90% of a finds value.
Elsewhere you may not even be given money so it is much more profitable to sell it illegally

Most coins are found by random enthusiasts with a metal detecting hobby. Decent metal detectors are fairly expensive so you won't see poorer secondies/thirdies indulge in such hobby as much as europeans (it's pretty niche in Italy as well, while it's a fairly common hobby in Britain)
