Previously when the vast majority of humans were dedicated to agriculture, conquering territories meant you could get those people to produce food and other goods for you, either through direct oversight or a collaborationist class that oversees the labor.
If you tried to conquer nowadays you can't really force people to continue their service economy work, or whip them to make them go faster like you could harvesting wheat. If it's an industrial economy, the war you waged to conquer it probably destroyed all the factories in the first place so you're back to square zero. War in these scenarios is just a lot of bloodshed for not much gain

Also I dunno a source but I'm pretty sure some ancient guy said the state of slavery is pretty bad for humans reaching their full potential.
