Unironically Cēsis. They wouldn't benefit that much economically (and I'm very sure the locals wouldn't appreciate their town becoming more... cosmopolitan, to say the least), but if you wanted the Latvian capital to serve a representitive function both for locals and foreigners, it's the perfect candidate. You could make a similar argument for Valmiera, but they're too far from any airport.
As far as Latgale goes, while it would be fun to have the capital governed by a dude that literally siphons electricity, currently no town makes sense to relocate to. As much as I like Rezekne, it's mismanaged to fuck (and I don't want it to become cringe, otherwise it'd be a great place to relocate to), same for Daugavpils. Places like Ludza are too much of a security risk.

Oh, if you really need the capital to benefit from attention and grow economically, then Jelgava. But at that point might as well stay in Riga.
