The occasional odd 1,000 foreigners that integrate and get absorbed into a new land is one thing but "importing" people, by definition, doesn't work. If there's 100,000 foreigners, even 10,000 foreigners, all from the same place, then they have an enclave within the new land to start with. The path of least resistance will get taken and most of them will not integrate. Now there will be a permanent cultural divide between their 2nd and 3rd generations who feel trapped there, hate the locals, but won't leave because they've been cut off from their ancestral homes.
