I live in the mountains north of LA and commute to the city proper each day. Pass through that exact space each day infact. It is actually still way faster to drive than travel by other means. Not due to an anti-public transit conspiracy but because LA is extremely mountainous and hilly and very fucking large which makes it nonviable to put up rail and buss lines to outlying suburbs which are half the population. Note that the flat areas actually do have good transportation infrastructure.

It's more that when you design your suburbs for private cars, it's unfeasible to build other forms of transports retroactively. If fact even cars are not feasible in the long run, the county loses money with the infrastructure upkeep and these suburbs don't bring in enough money into the coffers to fund it.
