he was right here. the later spiral of racial insanity was caused by a physical and mental illness that is described in Galeazzo Ciano's journal. he had a stomach illness that forced him to maintain a debilitating diet and in the last years he was described as erratic and not making any sense

This is part of a racist and germanophilic shift that happened in 1938, the reasons behind which are still not completely clear. For most of its existence fascism wasn't as racist as nazism and many italian jews even supported it.
