LA couldn't do that, because there were no schools in LA, and nobody could speak French correctly in the first place. This is also why French died out in LA whereas it has grown (massively) in NM and surrounding states including yankee ones like Colorado.
If the French government had bothered to build a proper capital in Louisiana that doesn't flood complete with a cathedral, school and hospital a quarter of Americans would be speaking French now.
