I think having civilian defence as an official part of the military is pretty interesting. We should reform the civil service and train those people into emergency firefighters/rubble clearers etc. and not just have them sort books in a library or whatever. Make them useful.

we don't have it in my cunt. We have of course plans for everything and civil defence bunkers and in war time people will be assigned to tasks. But there's no one actual organization in charge of this. And we don't have military disaster relief units.
And then I'm just brainstorming generally about using civil service (people who don't want to use guns/be in military) people to fill such an organisation. Right now civil service is basically just a punishment for not doing conscription. It's not very useful, the guys just go and work in a library/school/elderly care for a year. Instead they could be trained in search and rescue etc. And a reserve of rescuers could be built up. They would be useful in peacetime too, we have severe storms every now and then, which fell trees everywhere. If we had a reserve of people trained in clearing they could be called in to speed things up.

i think in most countries the same responsibilities are spread out over many organizations the same way it used to be here but when we found out it's disorganized and chaotic that way they decided to make it a department of the army which makes operating it in disaster simpler/faster and means they can have a massive force of reservists in disaster without keeping 10000 people on payroll all year

The reserve is basically mothballed until needed. I have been called in for refresher exercise once, but there is nothing else to be "done" by the reserve in peace time here. But if a war came the country would go full total war mode and call everybody in at the same time.
