we don't have it in my cunt. We have of course plans for everything and civil defence bunkers and in war time people will be assigned to tasks. But there's no one actual organization in charge of this. And we don't have military disaster relief units.
And then I'm just brainstorming generally about using civil service (people who don't want to use guns/be in military) people to fill such an organisation. Right now civil service is basically just a punishment for not doing conscription. It's not very useful, the guys just go and work in a library/school/elderly care for a year. Instead they could be trained in search and rescue etc. And a reserve of rescuers could be built up. They would be useful in peacetime too, we have severe storms every now and then, which fell trees everywhere. If we had a reserve of people trained in clearing they could be called in to speed things up.
