There is a project underway to grant Spanish citizenship to any Puerto Rican that can trace their lineage back to the Spanish-American war.
Your thoughts on this? Should it happen or not?

To answer your original question: I kind of doubt it matters, just because most Puerto Ricans who want to earn firstie wages simply move to the US mainland, and would probably continue to do so even if Spain became an option. Mexicans usually come here instead of Spain simply due to geographical proximity and the existence of huge Mexican communities here, even though they share a language with Spain and can live there more easily (from a legal perspective).
