Brazil's military isn't that powerful relative to the size of Brazil and they don't have an expeditionary capability that would enable them to wage war in Europe

also, Germany doesn't have a sovereign nuclear arsenal, there are only some American nuclear bombs stationed here that could be deployed by German aircraft, however that is dependent on American approval
