Corruption, mostly. Even when things were going well, the average citizen lived a shit life and had nothing. The central bank printed money to cover deficits which put their inflation over a million %, while governments ran by guys like Chávez and Maduro just acted like mafia and killed all their opposition so they and their friends could hoard all the wealth while the rest of the country lives in poverty.
