Because China's success has become undeniable so admitting that China is communist means admitting that communism has, at least in one instance, been successful. Boomer conservatives base their entire personalities around being "anti-communist" so this is something they can never admit and they cope by claiming that China isn't communist.

Communism is a capitalistic theory. Marxism doesn’t seek to eradicate capital, it merely argues that the means of the production should fall to those that actually produce things.

That's the funny thing, China's economy is much more decentralized than others would think. Local municipalities take stakes into companies by offering office space, tax credits or other forms of subsidies. That's why there's 400+ brewing companies in the country.

The most accurate (but still incomplete) answer is that they're neither capitalist nor communist, but Leninist.

If you ask them they'll say they are communist and their state is socialist, obviously there's insane amounts of revisionism and copium to justify the "with chinese characteristics" part, but their rhetoric remains Marxist. Whether this means Marxism is just a shell of an ideology that can be resignified to best serve the self-proclaimed marxists' interests, or that is so easily corruptible that it will forever exist only in theory no matter how hard they try, makes little difference for practical purposes.

If you actually read the history of China, you'll find they only begrudgingly abandoned the central plan model after they borderline collapsed the country. China in the late 70s was decentralized and in chaos after the cultural revolution.

The central government then spent the entirely of the 1980s trying, and then failing, to wrangle the country back into line. Free market economic reforms were started from the bottom and worked their way up. The peasants themselves ended collectivization in order to avoid starvation, the free market in Guangdong got its start with unregistered businesses and smugglers operating illegally. The government would try to clamp down on it, and the peasants would either beat the government commissars to death and hang their bodies from the rafters, or bribe them away.

Deng Xiaoping spent the early 80s trying to crush the nascent free market and bring things along a more Soviet line. Westerners who met with him didn't find him to be the open minded, curious reformer that they now portray him as, they found him to be aloof, overly optimistic and highly sycophantic during the early meetings, still brainwormed on a marxist mentality.

Eventually the Chinese government just gave in and legitimized what they couldn't stop, and then made out it was all part of a master plan retroactively. After that they did indeed try to guide and direct the free market, but they really only committed to this after around 1997.

So the story as to whether China is Communist and Capitalist can be explained best by the fact that there was an unspoken third Chinese revolution that ended Marxist Leninism in China.

Because the Chinese aren't dogmatic when it comes to their Economic Policies and Goals and have recognized that they need to open up their nation and move away to Communist-style economic policies if they want to advance later on.

If you want to get into semantics the CCP would say they’ve never been communist because they have not achieved it. Otherwise it has largely transitioned into a capitalist economy since Mao died, though the state controls a lot of key industries and probably has more oversight over the economy and private sector than what you might see in say the US or UK.
