The CCP unironically believes this though since they still have limits on how many children you can have. America has a lot of issues too but at least people generally understand that it's an issue. In China the government still thinks people should have less kids.

China is (mostly) not an expansive power. In ancient times they used a tributary system to get some money from other countries and keep them in line but they mostly didn't care what they did
European colonies in Asia mostly replaced Chinese vassals
also they have tons of fertile land? thats not the problem
