The opposite is similar, the rich minority should offset the HDI to a number above what the average standard of living should be for the majority, same with GDP per Capita, but still, the HDI is lower than Mexico's. After using the Gini coefficient to adjust the HDI, South Africa's standard of living is way way way lower than Mexico's.

Regarding the first point, I'd have to get into the dismantling of the Mexican state assets and the cultural/economic perceptions that have been distorted to fuel some private industries like Roads, Railways, etc. Bottled water is one of those practices that I believe are not fully due to just one reason, older people (at least here in the north) do still drink tap water, it is mostly us young Mexicans who have a stigma with drinking tap water.

On the second point, this might surprise you but Mexico does keep track very well of most murders and forced disappearances. Mexican cartel violence, again, is very complicated and it is not just a matter of simple "murder", it is a war for the control of one of the most profitable economic corridors. Our problem is prosecution, not reporting, why? Because most "cartel" murders have a lot of state forces colluded inside such activities (municipal police, prosecutors, state militias/police, judges, governors, even the army).

The resource war only applies to the "drug cartels", it is not really a resource war, more so a war for assets such as a local police war, a port, a land port, major smuggling routes, governors and political backing (from the judiciary, local prosecutors or even state governments). Political assassinations in here are a common occurrence due to said politicians fighting each other and some rival "cartels".
Tbh, the biggest victim in this war are journalists, like I said, crime is very well reported and "understood", however, this comes at a great cost for the people who publicize such acts and demand a prosecution, journalists, who get killed by the "cartel" and then get ignored by the "government".

There is still a shred of hope for this shithole after witnessing the last election. Democracy in this country is only like 30 years old, after all, and apartheid fucked our (94%) non-white population into near useless levels of incompetence. From 1994 to 2008 we had a decently non-corrupt government and we were on a mostly upwards trend. In 2008 we had this giga fucking retard called "Zuma" take over (he cant read), and he sold us out so hard (to literal jeets) that our currency weakened by like 3x in 10 years. It's starting to improve again now.

We'll see though, it's Africa after all and things never go well here.

The ANC had a schism in the last election, leading to the formation of a new party called MK, which has endless infighting and will probably collapse in the next decade when their leader unironically dies of aids (god i love africa).

The EFF is losing support and are mostly a meme now luckily. Who knows what'll happen next election, it's interesting to witness. There's a bunch of mid parties who might split some of the ANC's bleeding support, so it wont necessarily go to radicals. My prediction is this current style of proportionally-split government will remain in place after next election. By improvements I refer to the electricity crisis being resolved for example. But things can always turn shit again real fast depending on who's in power.
