Because their culture is based on creating a parallel/shadow society within the societies they live in. They are forbidden to work for others so they make a living by stealing, lying and deceive people.

This was a way bigger problem 20+ years ago when gypsies were basically the only big minority. Now there's Arabs and Africans that are the main problem. I've not even seen a gypsy since I was in 11th grade or something.

The worst ethno you can imagine still only have a small minority of it's numbers being involved in illegal behaviour. No matter how overrepresented in total crime stats they are.
