1. Its unlikely that if VRA gets struck down, that it would be before 2026. It would impact 2028.
2. This map requires holds on state governments in NC/GA. Republican hold on NC requires a majority in the court, and they just lost a judicial election in a Republican friendly year. Its likely that the NC court flips in 2028, and when that happens new maps will be ordered for US house, and state legislature.
3. Some Democratic retaliation would also be made possible by a VRA strike down. You could draw maps in Illinois where every single district includes Chicago and is D+8 at minimum. Same with New York. Basically, the House of Representatives cease to have elections, and each state just effectively sends a delegation of the dominant party. Texas could have an entirely red delegation, while California could have an entirely blue delegation.
