Depends on which one. Typically if it's a service dog they are. Just not in Walmart because Shartmart shoppers need to be babysat.

Technically no, unless they're service dogs. In the summer, this puts grocery workers in an absolutely impossible position. If the dog owner brings the dog in the store, then technically it's against the rules but you want them to just get their stuff, pay and leave unless someone else complains in which case you have to confront them. On the other hand if they leave their dog out in the car again some busybody complains. The answer: the cessation of the practice of keeping dogs as pets (no, simply leaving the dog at home doens't go far enough, putting an end to keeping dogs as pets is the real answer, as I said). Cats too, fuck them both.

According to state law and city ordinance? No. In practice? Almost every single time I go. I watch peoples dogs rub against and lick produce, bark and jump at people, get loose from their owner and run down the aisle, and once I even witnessed one pissing on the floor with the owner not even flinching. Often people put them in carts, so their assholes touch where the next person's produce goes. Confronting them or getting store staff involved always results in nothing happening. The business just wants the owner's money. Other customers just have to deal with it. They could stop shopping there and go to another store, but it's exactly the same shit at that store too.
