Technically no, unless they're service dogs. In the summer, this puts grocery workers in an absolutely impossible position. If the dog owner brings the dog in the store, then technically it's against the rules but you want them to just get their stuff, pay and leave unless someone else complains in which case you have to confront them. On the other hand if they leave their dog out in the car again some busybody complains. The answer: the cessation of the practice of keeping dogs as pets (no, simply leaving the dog at home doens't go far enough, putting an end to keeping dogs as pets is the real answer, as I said). Cats too, fuck them both.
