I am a RīgaNigga, so I am not overly qualified to say, but I will give it a go. Everyone hates Rīga, but also loves it a little bit. It is not considered as a foreigner city like it was when Germans lived there, but now it is considered as a city with foreigners in it. Russians where considered as the main problem in Rīga, but now it's all the foreign invaders, the new ones. Rīga is not more or less degenerate than the rest of Latvia...I think. Riga absolutely isn't seen as a "foreign" city. As boring as it may sound, in my experience Riga was always seen as the "big city" with everything that entails, a stark contrast to the Latgalian countryside. A lot of possible mysticism is lost when it takes just three hours to visit the place.

It varies among the people I know (which admittedly is a small circle), those who have had experiences with especially lower class Ukrainians prior to the war dislike them (but I wouldn't go as far as to say they despise them), those who have interacted with them only after the war (meaning only refugees) don't mind them.
