I live in San Pedro de la Paz.
It's very poor compared to the United States, but there are several lakes for kayaking, sailing, and rowing, and it's peaceful.

I assume that for an american, the cost of living shouldn't be a problem for you anywhere in latin america.

I live in Florianópolis and the main attractions are the beaches and events during summer, pretty good if I say so myself. But during the rest of the year it rains a lot and can get a bit colder. Also, there are a lot of tourists, so it's pretty busy, not ideal if you want a quiet place.

At least in the three southern states Rio Grande do Sul, Santa Catarina and Paraná, there's not a lot to worry about when it comes to safety. Also, as we interact a lot with our latin american neighbors, we can understand half-assed spanish.

uruguay is the best if you can deal with lefties/urbanized people similar to what you see in whiter countries, other than that I would recommend you either isolated places in patagonia/southern chile or maybe small european colonial villages in paraguay/southern brazil, at least for what I understand of the rural side of my country it can be a complete roulette, if you will find an indian village,a halfbreed town, an european colony or an asian colony, also there seems to be a lot of kidnappings of somewhat "wealthy" farmers in the eastern side of my country, and if you still care about urban environments at least avoid the big cities like santiago and bs.as
